Flaregames' strategy building game Ocean Tower has an official release date of May 31st for Android. Even though it is available on the Google Play store, it must have been in a beta form as it is no longer available for download for any of my devices but it has been downloaded 1000-5000 times.
Ocean Tower is an interesting game where you have to build a skyscraper in the middle of the ocean. You will have to manage just about every facet of the structure from its expansion, managing resources to entertaining guests and attracting citizens.

Ocean Tower Features:
• Compete in the race for the best tower – build upwards and downwards
• Use limited space wisely for optimum efficiency
• Use renewable energy sources to provide power
• Attract tourists with underwater photo safaris
One thing that is really interesting about this game is that you can have suites for citizens to live in both above and below water. There are plenty of ways to earn money with your structure too including cleaning the floors to renting suites and everything in between. The full release of Ocean Tower will be available for download in a few days.
