First, let’s take a look at the stats.

Passive Ability
This also shovel has two interesting abilities! The first is that it allows you to dig up fish on any island… who knew fishing would now be a part of a digging game?
The second ability it has is that when you dig, there is a 100% chance for that item to have the Hydrated Mutation. This increases the item’s value by x2.
How To Obtain
You can get this shovel during a Rainstorm event. This is a server-wide event that lasts between 10 to 15 minutes. When active, rain will fall from the sky and you can dig up fish. However, to get the shovel, you need to head to the ocean and search for the NPC called Finn.
Finn sits on top of what looks like to be a sting ray. Once you find him, you can purchase the shovel for 900,000D$. Keep in mind that to get this shovel, you must be at level 100+ or higher.
If you look at the bottom left-had side of your screen, it will tell if you there are any events active. Events happen at random, so all you can do is wait and hope you get lucky enough to experience the Rainstorm event.
