During the Fischmas event, there is a letter to Santa where you can wish for a specific rod. Not much is known about it. But we do know that you can wish for any rod that currently is, or was, obtainable.
This means that you will not be able to request developer or content creator rods unless you are a dev or creator, of course.

What’s The Catch?
It seems likely that you will only be able to wish for rods based on where you are in your progression. For many of the rods available, you must be a certain level to use that rod. Therefore, it’s likely that you will not be able to wish for rods that require a higher level than you currently are.
However, if you can wish for rods above your level, you’ll probably need to reach that level before you can use them. So, you may get the rod, but it’ll just sit in your inventory until you reach the required level.
